Warwickshire is not in Birmingham because Warwickshire is a county and Birmingham is a city in the county of West Midlands. However, both are in a region of England called the West Midlands, which contains the counties of West Midlands, Warwickshire, Herefordshire, Shropshire, Staffordshire, and Worcestershire.
